While Obama's expulsion of 35 Russian intelligence operatives, and the sanctioning of five Russian entities and four individuals, may appear to be a foreign relations move, one can safely conclude that his actions have more to do with undermining the incoming Trump administration than taking pot-shots at Vladimir Putin.
