California Secretary of State Alex Padilla announced Monday that the state’s Democratic Party is going to allow registered independents — 28 percent of the electorate in the Golden State — to cast votes in the Democratic 2020 presidential primary.

 Steve Byas is a professor of History & Government at Randall University, in Norman, Oklahoma. For nearly four decades he has been a publishing partner of the Oklahoma Constitution newspaper.
